Trans Mountain expansion cost soars to [dollar]12.6 billion.

Trans Mountain's CEO announced Friday that the cost of building the pipeline expansion has soared from an initial estimate of [dollar]7.4 billion to [dollar]12.6 billion. The company blames cost overruns, legal troubles and further Indigenous consultations for the final total.
