Summary:Within a few weeks of starting her job as senior director of digital services for the Lynnville city government, Wendy learned that several groups of city employees felt stressed about the enormous piles of paperwork that went along with their actual work of maintaining the city's assets. Citizens, as well, were growing impatient with slow responses to their reports about broken park benches and water fountains, for example. In her previous job, Wendy had successfully streamlined the administrative burdens connected to a similar maintenance reporting process, and she has some ideas for how to do that again. First, however, Wendy must overcome some obstacles, including the executive debate that inevitably surfaces when attempting to streamline red tape-heavy processes.This case defines administrative burden and red tape from multiple angles. It cites scholarly research on the ways in which administrative burden and red tape can impact government employee engagement. It considers long-held perspectives about the good side of red tape. Ultimately, the case challenges students to consider how they would navigate debate and discussion on administrative burden, red tape, and employee engagement as part of a government agency's leadership team.
