To Provide that the Unincorporated Territories of Guam and the Virgin Islands Shall Each Be Represented in the Congress by a Delegate to the House of Representatives.

Markup session on H.R. 3237, to provide that Guam and the Virgin Islands each be represented in the U.S. Congress by an elected, nonvoting delegate. Amended bill was favorably reported. Similar H.R. 7192 and H.R. 7544 were also discussed.
