Standards governing plans, specifications, contract forms, and estimates for Federal-aid highway projects, as provided in rules and regulations for carrying out Federal Highway Act and amendments thereto (except its provisions relative to forest roads), approved by Secretary of Agriculture, and containing standards of practice for plans and specifications adopted by American Association of State Highway Officials.
