Rules for officers of naval or other public vessels of U.S. designated as guard or patrol to protect seal herds and sea otters in North Pacific Ocean in accordance with convention of July 7, 1911, between U.S., Great Britain, Japan, and Russia; Act of Congress of Aug. 24, 1912; and authority, granted by laws and regulations under convention, of other parties thereto, as proclaimed by President, May 31, 1913 (approved Oct. 29, 1913).
