Rules and regulations governing display of signals on, and operation of, all craft and accessories working on wrecks, engaged in dredging, surveying, or other work of improvement, and use and navigation of waters in vicinity, in Great Lakes and their connecting and tributary waters as far east as Montreal, Red River of the North, and rivers whose waters flow into Gulf of Mexico, and their tributaries.
