Concerning exchange of tobacco stamps issued under Act of July 20, 1868, and remaining in hands of manufacturers, unused, on 1st day of July, 1872; also, prescribing manner of procuring and accounting for tobacco stamps of same issue needed for stamping tobacco placed in bonded warehouse, and actually bonded between 5th day of June and July 1, 1872; and for stamps for distilled spirits bonded prior to, and withdrawn from bond on and after, Aug. 1, 1872.
