Regulations prescribed by Secretary of Interior in accordance with provisions of Act of March 11, 1904 (33 Stat. L., 65), governing granting of rights of way for construction, operation, and maintenance of pipe lines, pumping stations, and storage tanks for transportation and storing oil through lands in Oklahoma and Indian Territories; no exclusive right to construct pipe lines, pumping stations, or storage tanks will be granted.
