Amending Paragraph IV of Customs Administrative Circular No. 28, dated Mar. 22, 1902, by changing name of Iba coast inspection district to Subig coast inspection district; and closing port of Narvacan, province of Ilocos Sur, to coastwise trade, and opening port of San Esteban, province of Ilocos Sur, to coastwise trade.
