Authority of the Senate Over Seating Its Own Members : Exclusion of a Senator-Elect or Senator-Designate.

Provides constitutional and legal analysis of authority of Senate to refuse by majority vote to seat a Senator-elect or Senator-designate who presents credentials from the proper officials of a State, in light of a contested Senate election, and an appointment by a governor to fill a Senate vacancy.
