Social Security : The Protect Social Security Account.

Describes the "Protect Social Security Account" proposed by H.R. 4578; and H.R. 4579, the Taxpayer Relief Act of 1998, into which 90% of unified budget surpluses projected over next 11 years was to be deposited until the social security system was projected to be in long-term balance.
