State's Duty to Child Abuse Victims : DeShaney v. Winnebago County Department of Social Services.

Examines potential repercussions of the Supreme Court decision of 2/22/89, that a State has no constitutional duty to protect a child from child abuse. Explores ways in which congressional funding mechanisms may provide an opportunity for Federal review of such cases.
