Teague New Rule Doctrine in Lower Federal Courts.

Examines the treatment by lower Federal courts of the doctrine set forth by the Supreme Court in Teague v. Lane, prohibiting the invocation of Federal habeas corpus to seek or claim a new constitutional rule of criminal procedure where a State conviction has already become final.
