Small Business Innovation Research Program.

Describes the Small Business Innovation Research (SBIR) program, its implementation, funding and awards from FY83 to FY2001, and issues for consideration. The SBIR was established in 1982 to increase the participation of small, high-technology firms in Federal Government research and development.
