Medicare : Payment for Hospital Capital Costs.

Discusses issues relating to the transition from a system of Medicare payments to hospitals for capital-related expenses based on the hospital's actual costs, to a system under which capital costs are paid on a fixed rate basis, mandated by current law to begin in FY92.
