Small Business Innovation Research Program.

Describes the Small Business Innovation Research (SBIR) program, its implementation, funding, and awards, FY83-96, and issues for consideration. The SBIR was established in 1982 to increase the participation of small, high-technology firms in Federal Government research and development.
