Constitutionality of the Voting Rights Provision of Section 1110 of the Constitution for the Proposed State of New Columbia.

Assesses the conformity with the U.S. Constitution of a provision in the constitution of the State of New Columbia, as proposed by the D.C. government, allowing voters in Federal enclaves who are not residents of the new State to vote in the State's elections.
