Reviews historical levels of the estate tax exemption, and considers changes made to the estate tax exemption by the P.L. 107-16, the Economic Growth and Tax Relief Reconciliation Act of 2001, and the changes that would be made by H.R. 5638, the Permanent Estate Tax Relief Act of 2006.
