Provision of Temporary FY2008 SCHIP Allotments.

Provides projections of State FY2008 allotment shortfalls for State children's health insurance program (SCHIP) in the absence of new SCHIP legislation. Also examines State FY2008 SCHIP allotments that would have occurred under H.R. 976, which was vetoed by President Bush.
