Limiting the Provisions of the Act of Aug. 29, 1916, Relating to Retirements of Captains in the Navy (H.R. 11755). No. 45.

To except from the provisions which prohibit the promotion of any captain in the U.S. Navy who is more than 56 years of age and compel his retirement at that age, all captains who have been commended by the Navy Department for efficient and courageous performance of duty during the World War.
