Congressional Review of EPA's Mercury Rule.

Examines final rule promulgated by EPA in which EPA determined not to regulate mercury and other hazardous air pollutants from electric power plants under the Clean Air Act, and describes procedures under which the final rule can be disapproved by Congress under the Congressional Review Act.
