Examines the Virus-Serum-Toxin Act (VSTA), which was enacted in 1913 and revised in 1985 to ensure a safe and effective supply of animal vaccines and other biological products. Also considers effects on VSTA of transfer of border and import inspection functions from USDA to the DHS in 2002.
