Providing for the establishment of a juvenile division within or in connection with the District of Columbia Youth Correctional Center, and to authorize the judge of the Juvenile Court of the District of Columbia to commit to such juvenile division, subject to the provisions of the Juvenile Court Act, 15 years of age or older.
