Providing that the Commissioners of the District of Columbia be authorized to use squares 354 and 355 in the District of Columbia and certain water frontage on the Washington Channel of the Potomac River for the proposed Southwest freeway and for the redevelopment of the Southwest area in the District of Columbia.
