Amending the District of Columbia Traffic Act, 1925, as amended, and the Motor Vehicle Safety Responsibility Act of the District of Columbia, as amended, so as to bring within the provisions of such acts any person operating a motor vehicle while under the influence of a drug rendering such person incapable of operating the motor vehicle safely.
