Authorizing the City of Anchorage, Alaska, to issue bonds in a sum not to exceed $5,000,000 for the purpose of constructing, reconstructing, improving, extending, bettering, repairing, equipping, or acquiring public works of a permanent character, and to provide for the payment thereof.
