Amending section 3 (a) of the act entitled "An act to authorize the Secretary of the Navy to proceed with the construction of certain public works, and for other purposes", approved June 2, 1939 (53 Stat. 800) so as to transfer the administration of the naval supply depot, Oakland, to the commandant, Twelfth Naval District.
