Communication from the President of the United States transmitting two drafts of proposed provisions pertaining to the existing appropriation, "conservation and use of agricultural land resources, Department of Agriculture," fiscal year 1938, which drafts are designed to make available from unexpended balances of said appropriation the sum of $20,000,000 to the Secretary of the Treasury for subscriptions to capital stock of the Federal Crop Insurance Corporation, and the sum of $6,000,000 to the Secretary of Agriculture to cover operating and administrative expenses of said corporation; fiscal year 1939.
