To provide for advancement by selection in the staff corps of the Navy to ranks of lieutenant commander and lieutenant; to amend the act entitled "An act to provide for the equalization of promotion of officers of the staff corps of the Navy with officers of the line" (44 Stat. 717; U.S.C. Supp. 8, title 34, secs. 348 to 348t) and for other purposes.
