Unemployment relief. Message from the President of the United States transmitting a request for the enactment of the three following measures: (1) the enrollment of workers now by the Federal Government for such public employment as can be quickly started and will not interfere with the demand for or the proper standards of normal employment; (2) for grants to states for relief; (3) to create a broad public works labor creating program.
