Communication from the President of the United States transmitting for the consideration of Congress a supplemental provision to the estimate of appropriations for public works, Navy Department, contained in the budget for 1933, to enable the Secretary of the Navy to use $1,000,000 of the naval hospital fund for the purpose of proceeding with the construction of the naval hospital at Philadelphia, Pa. This is an authorization to use available funds without increasing the total of the appropriations which already have been recommended.
