Relief of earthquake sufferers in Japan. Letter from the Secretary of the Navy, transmitting draft of proposed legislation, to be included in one of the deficiency bills: "The Paymaster General of the Navy is hereby authorized and directed to expend from the naval supply account fund, issues made by order of the Secretary of the Navy, pursuant to the directions of the President, for the relief of sufferers in Japan following the earthquake which occurred September 1, 1923."
