Communication from the President of the United States transmitting for the consideration of Congress, a supplemental estimate of appropriation for the District of Columbia for the fiscal year 1936 in the amount of $250,000 for the purpose of affording relief to residents of the District of Columbia who are unemployed, or otherwise in distress, because of the existing emergency.
