Message from the President of the United States transmitting report by the Secretary of State concerning the plans of the International Society for the Exploration of the Arctic Regions by means of the Airship, for the establishment of Geophysical observations of the inner arctic regions, toward the accomplishment of which the 19 governments whose countries are represented in the society have been requested to make an annual contribution for five years, for required preparatory work -- The annual contribution requested of the United States is $300.
