Provisions affecting the Post Office Department, 1939 and 1940. Communication from the President of the United States transmitting proposed provision to transfer $2,900,000 in the aggregate of unexpended balances of certain appropriations for the Post Office Department for the fiscal year 1939 to certain other appropriations for said Department for that fiscal year, and also a provision affecting an existing appropriation of the Post Office Department for the fiscal year 1940.
