Claims for interest on certain foreign drafts. Message from the President of the United States transmitting together with a letter from the Director of the Bureau of the Budget, a report from the Secretary of State recommending authorization by Congress of an appropriation to enable the Secretary of State to pay certain claims for interest arising from delay in the payment of drafts of the American Embassy at Constantinople for funds expended in representing interests of Foreign Governments between December 23, 1915, and April 21, 1917.
