Communication from the President of the United States transmitting the Budget for the Navy Department and Naval Service for the fiscal year 1947, containing estimates of appropriation amounting to $3,725,186,000 cash and $275,000,000 contract authorizations and, in addition, there is authorized the transfer of $550,000,000 between certain appropriations.
