New building for Freedmen's Hospital. Letter from the Secretary of the Interior, transmitting copy of letter from the Surgeon in Chief of Freedmen's Hospital, with accompanying letter from the advisory visiting staff of that institution, calling attention to the necessity for the erection of a building to provide proper laboratory facilities for the pathological branch of the hospital and suggesting that certain amounts unpaid by the District of Columbia be appropriated for the use of the hospital.
