Letter from the Secretary of the Treasury, submitting a request that an indefinite continuing appropriation be authorized by Congress of an amount not to exceed one-tenth of 1 per cent of the amount of 2 per cent bonds converted under the law the first year, and that thereafter a similar indefinite appropriation be authorized not exceeding one twenty-fifth of 1 per cent of the amount permitted, to continue while authority to convert exists.
