Message of the President of the United States, communicating, in answer to a resolution of the Senate of the 21st instant, a report of the Secretary of the Navy, accompanied by copies of instructions given to the officers of the United States naval forces on the coasts of Mexico, to protect the persons and property of the citizens of the United States, and copies of the official reports of Captain Jarvis and Commander Turner of the capture of two Mexican war steamers, and the causes which led to said capture.
