Message of the President of the United States, informing the Senate that it is inconsistent with the public interest to communicate the information called for by the resolution of the Senate of the 17th instant, in regard to the present condition of affairs on the southeastern frontier and especially in regard to any violation of neutrality on the part of the Army now occupying the right bank of the Rio Grande.
