Letter of the Secretary of War, communicating, in compliance with a resolution of the Senate of the 8th instant, information in regard to the appointment of commissioners under the 24th section of the act of February 24, 1864, entitled An act to amend an act entitled 'An act for enrolling and calling out the national forces, and for other purposes,' approved March 3, 1863, and the awards made by the said commissioners, and why payments on awards have been suspended.
