Report of the Naval Committee, to whom was referred a resolution of the House of Representatives of the 11th January instant, to inquire into the expediency of limiting by law the number of seamen, ordinary seamen, and boys, to be annually employed in the service of the United States; and, also, into the expediency of reducing the number now in actual service.
