Letter from the Secretary of War, transmitting a report containing the regulations which have been adopted to give effect to the 22d section of an act of Congress passed in the year 1802, regulating trade amongst the Indian tribes, which 22d section gives the President power to prevent the introduction of ardent spirits amongst the Indians.
