A proposal towards lowering the interest of all the redeemable national debts, to 3 per cent. per annum : and thereby to enable the Parliament to give immediate ease to His Majesty's subjects, by taking off some of the taxes which are most burthensome to the poor, and especially to the manufacturers : as likewise to give ease to the people, by lessening the annual taxes for the current service of the year, viz.
