Philadelphia, January 26th, 1781 : Whereas the militia law of this state, requires, that the sub-lieutenants of the city and counties respectively shall, once in every three "months, render an account, to their proper lieutenant, of all monies received by them, and of their expenditures ... And that the lieutenant ... shall make out compleat accounts ... and return the same to the Supreme Executive Council."
