Summary:The primary purpose of this study was to identify the factors influencing the recruitment and retention of bilingual education teachers as perceived by elementary principals in selected school districts in Education Service Center (ESC), Region IV, Texas. Secondly, this study examined the relationship between recruitment and retention factors of bilingual education teachers as perceived by elementary principals in selected school districts in ESC, Region IV, Texas. Recruitment and retention factors were selected from suggestions provided from the pilot test and information compiled in the review of the literature. The literature review was organized into seven categories: history of bilingual education, bilingual education teacher shortage, bilingual education teacher recruitment, bilingual education teacher attrition, bilingual education teacher retention, models of recruitment and retention, and bilingual teacher education programs. Three hundred twenty-eight questionnaires were mailed out to elementary principals who maintained a staff of teachers teaching one or more bilingual classes in selected school districts in ESC, Region IV, Texas. Following the receipt of the questionnaire, the researcher compiled the responses of the research participants and used descriptive statistics to identify the factors influencing the recruitment and retention of bilingual education teachers in selected school districts in ESC, Region IV, Texas. The data indicated that elementary principals believed that stipends, salary, administrative support, benefits, and offering alternative certification routes were the most influential factors guiding the recruitment of bilingual education teachers. The data also indicated that job satisfaction, administrative support, stipends, salary, and professional development were the most influential factors guiding the retention of bilingual education teachers. Recommendations include evaluating the effectiveness of recognition as a retention factor for not only bilingual education teachers, but for all teachers and conducting a similar study using elementary bilingual teachers as the population to study the same variables and compare the findings with the findings of this study.
