Summary:The purpose of this qualitative study is to chronicle the implementation of a two-way, Spanish/English, 50/50 immersion program in a demographically changing, rural, elementary setting. The rapid influx of English second language learners in rural school districts impacts the quality of language services provided to second language learners. This study examines the bilingual education model of two-way immersion through the perspective of native English and Spanish speaking parents, classroom teachers, school administrators and a superintendent. A comprehensive review of research addressing traditional bilingual education services and second language acquisition is presented. A foundation for understanding the phenomenon of immersion implementation from the perspective of the program stakeholders provides a unique insight into the sociological, political and educational nature of immersion education.
