Summary:The District Effectiveness and Compliance (DEC) Review film Inc. is the Texas Education Agency's (TEA) program evaluation model for public schools in Texts. This research is a metaevaluation of the agency's model. The metaevaluation compared three data sources with the Program Evaluation Standards written by the Joint Committee on Standards for Educational Evaluation (JCSEE). The JCSEE . Standards are considered to the best practice standards to censure useful, feasible, ethical, and sound evaluation of educational programs'' (JCSEE, 1994, p. xiv). The JCSEE were used to review the DEC Manual of Procedures for Standards Conducting On-site Accountability Visits (DEC Manual), six DEC Program Evaluation Reports (DEC Reports), and to survey and interview (Survey & in-depth interviews) a purposive sample of faculty from a Career and Technology Education program receiving a DEC Review. Research questions were concerned with the extent to which there was congruence between the 30 JCSEE Standards and the TEA DEC Manual and the six DEC Reports. The third question was concerned with the extent to which faculty members in the suburban district agreed the standards were followed with regard to the Career and Technology Education program. A mosaic and matrix were used to record the Degree of Presence to which each document met the standards. Verification Evidence was used to make the judgment. Descriptive statistics were developed for the survey. A triangulation was conducted to determine the degree of consistency for each standard across the three data sources. The metaevaluation revealed that the Texas Education Agency's District Effectiveness and Compliance Review model met the JCSEE Standards. For each DEC Report, the JCSEE Standards were rated acceptable, good or excellent with the exception of 4 standards which were not applicable to the state funded DEC model. Analysis of the surveys and in-depth interviews revealed that administrators and site-based committee members were more likely to have knowledge of the TEA'S visit and to respond to questions than were respondents who were not in either of these two categories. Possible reasons for these results are discussed. Recommendations for educational practice and future outcome studies are also provided.
