Making available emergency appropriations : communication from the President of the United States transmitting his request to make available emergency appropriations totaling $11,695,000 in budget authority for the Department of the Interior and the Federal Emergency Management Agency (FEMA), and to designate these amounts as emergency requirements pursuant to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, pursuant to 31 U.S.C. 1107.
